Chapter 147 Little Dog Egg
Article 40. For road closure operations, a work permit is required. Construction, hoisting, and transport operations on main and secondary roads and access roads within the production area that result in insufficient effective road width and may affect normal traffic, especially the normal passage of fire trucks, ambulances, and other rescue vehicles, must be obtained. If the work occupies half of the road while the other half remains passable, and the effective width of the passable half is sufficient for the normal passage of fire trucks and other rescue vehicles, a road closure safety work permit is not required.
Before commencing the second road closure operation, a work safety analysis should be conducted. Based on the analysis results, relevant measures should be determined, and a traffic organization plan should be developed to ensure the passage of fire trucks and other important vehicles and meet emergency rescue requirements.
Article 3. Any work involving the closure of fire lanes must be carried out in stages to ensure the smooth passage of fire trucks. If the fire lane is obstructed, a report must be submitted to the superior competent department and the fire department.
Before commencing any road closure (road damage) work, a briefing should be given on any underground concealed works at the work site.
All exposed underground facilities should be identified promptly. If they cannot be identified, work should be stopped immediately, and the unit in charge of the work area should be notified. Work can only resume after appropriate safety protection measures have been taken.
Article 5 The unit where the work area is located shall assign a supervisor to inspect the excavation site, adjacent areas and protection system. If any abnormal or dangerous signs are found, the work shall be stopped immediately.
Article 6. In the event of any of the following situations during construction, the relevant unit in charge of the work area shall be notified immediately, and work may continue only after effective measures have been taken:
(i) It requires occupying land outside the approved planning area;
(ii) It may damage public facilities such as roads, pipelines, electricity, and postal and telecommunications services;
(iii) Temporary water or power outages or road traffic disruptions are required;
(iv) Where blasting is required.
Article 7. Workpieces and materials used for circuit breaking operations shall be placed within the work area or in other locations that do not affect normal traffic.
Article 8 After the operation is completed, the operating unit shall clean up the site, remove the road barriers, road operation warning lights, directional signs and other traffic warning facilities set up in the operation area and intersections, and report to the relevant departments to restore traffic.
Article 9 The unit performing road closure operations shall, as needed, set up traffic warning signs such as operation signs, speed limit signs, distance assistance signs, and guide signs at the intersections and related roads where the road is closed, and set up traffic warning facilities such as road barriers, traffic cones, and road operation warning lights near the operation area.
Article 10. For fixed-point operations on roads that can be completed in no more than 2 hours during the day and no more than 1 hour at night, if there are on-site traffic controllers directing traffic and traffic warning facilities such as traffic cones, road barriers, or road operation warning lights are set up in the work area, no signs are required.
Article 11 Road work warning lights installed during road closure operations at night or in rain, snow, or fog shall meet the following requirements:
(a) The height of the setting should be 1.5m above the ground, and not less than 1.0m;
(ii) Conical traffic signs should be placed around the work area and should reflect the outline of the work area;
(iii) It should be turned on and be able to emit a continuous, flashing or rotating red light that is clearly visible from at least 150m away;
(iv) Warning lights in areas with explosion hazards shall meet explosion-proof requirements.
Article 12 When underground facilities in the area where the road is closed for work may generate hazardous gases, the working environment shall be tested for gases. Construction can only proceed when the conditions for construction are met, and relevant measures shall be taken, such as the use of respirators, ventilation equipment and explosion-proof tools.
